UNESCO Urges Moldova to Strengthen AI Governance and Investment

A UNESCO 2026 assessment of Moldova’s readiness for artificial intelligence concludes that the country has a strong digital foundation but must urgently improve governance and investment to fully benefit from AI. The report highlights Moldova’s advanced digital infrastructure, high-quality open data systems, and EU-aligned data protection laws as key strengths supporting future AI adoption. Its growing IT sector and effective digital government services also provide a solid base for expanding AI use in public administration and the economy. However, UNESCO warns that governance structures are lagging behind technological progress, with fragmented initiatives and limited national coordination slowing implementation. The study calls for the creation of a centralized AI governance framework, stronger institutional oversight, and closer alignment with European regulatory standards. It also emphasizes the importance of investing in human capital through AI education, workforce training, and public awareness programs. According to the report, Moldova’s long-term success in AI will depend not only on infrastructure and policy, but also on its ability to develop skills, retain talent, and ensure ethical and transparent use of emerging technologies.
