However, experts warn that while ambition is growing, execution remains the country’s biggest challenge. Existing initiatives, including the National Artificial Intelligence Policy Framework, are seen as directionally positive but weak in enforcement and legal clarity. Key gaps persist in regulation, data protection, and liability, especially as AI systems begin to influence sectors such as finance, education, and public administration. Pakistan’s legal infrastructure has not fully adapted to questions of accountability when autonomous systems cause harm, creating uncertainty for developers and institutions.
