Mexico’s Chamber of Deputies has approved reforms to labor and copyright laws aimed at regulating the use of artificial intelligence in protecting performers’ image and voice. The legislation introduces new consent requirements for AI-generated or AI-processed content, expanding protections under the Federal Copyright Law. While supporters argue the changes strengthen rights for artists and workers, industry groups such as AMITI warn that the reforms could create serious technical and legal challenges. Critics say the requirement for individual authorization at scale is impractical for modern AI systems that process vast amounts of data continuously. They also caution that increased compliance costs and legal uncertainty could disproportionately affect small and medium-sized businesses. Another major concern is alignment with the United States–Mexico–Canada Agreement (USMCA), with experts warning the law may complicate the 2026 trade review by introducing inconsistencies in digital trade rules and platform liability protections. The bill now moves to the Senate for further debate.
