Madagascar’s Minister of Digital Development, Posts, and Telecommunications, Mahefa Andriamampiadana, has outlined the country’s digital transformation priorities, emphasizing digital identity, artificial intelligence, and digital public infrastructure as key pillars for future growth. Speaking at MWC Barcelona 2026, he highlighted the government’s “Prodigy” initiative, which is rolling out biometric digital IDs, alongside reforms in the telecommunications sector aimed at creating a more enabling regulatory environment for digital development. The minister also noted that Madagascar is actively exploring AI and mobile money solutions while prioritising digital public infrastructure as the foundation for scalable digital services. On a broader African level, he identified affordable connectivity, trusted regulatory frameworks, and digital skills development as the continent’s most critical policy priorities, stressing the need for policy harmonisation to accelerate digital transformation. He further pointed to collaboration with GSMA on a digital economy report that will assess mobile adoption trends, economic impact, and ongoing challenges such as infrastructure gaps and affordability, with the findings expected to inform Madagascar’s long-term digital strategy.
