A government-backed AI research centre in Hong Kong is developing a new large language model designed to run entirely on Chinese-made chips, as part of a broader push to expand “sovereign AI” systems for domestic and overseas use. The Hong Kong Generative AI Research and Development Centre said its upcoming HKGAI-V3 model is based on DeepSeek architecture and has been fine-tuned for localisation, enabling it to operate on hardware such as Huawei’s Ascend chips as well as other mainland computing systems. The initiative reflects growing efforts to reduce reliance on foreign technology by building AI systems that can be deployed independently on local infrastructure, particularly for government and enterprise use. The centre is also exploring international expansion, positioning Hong Kong as a testing ground for AI models that can be adapted to different languages, legal systems, and cultural contexts while remaining compatible with China’s growing domestic AI hardware ecosystem.
