Guatemala digital economy — AI regulation gap and tech ecosystem opportunities

Guatemala’s digital economy is growing steadily, supported by government-led digital transformation initiatives, rising internet adoption, and expanding fintech and e-commerce sectors. The government’s Digital Government Plan 2021–2026 aims to improve efficiency, transparency, and citizen engagement, while ongoing legislative efforts seek to modernize digital governance and cybersecurity frameworks. The country is experiencing rapid growth in digital payments, online services, and telecommunications, with major operators driving connectivity expansion. Internet penetration has reached over 60%, though significant urban-rural disparities remain, limiting equal access to digital services. E-commerce and fintech adoption are also increasing, supported by remittances and greater mobile usage. Key opportunities include artificial intelligence, cloud computing, cybersecurity, and advanced digital services, particularly for small and medium-sized enterprises and public sector modernization. However, challenges remain, including weak regulatory frameworks, the absence of comprehensive data protection and AI legislation, and limited cybersecurity infrastructure. Despite these constraints, Guatemala is positioning itself as an emerging digital market in Central America, with strong long-term potential in ICT services, AI adoption, and digital trade if infrastructure and regulatory reforms continue to advance.
