China has announced plans to strengthen oversight of emerging technologies, prevent excessive investment and ensure artificial intelligence remains safe and reliable. Policy guidelines issued on October 9, 2026, call for technological progress while warning against uncontrolled expansion in high-tech industries. The guidelines, issued by China’s ruling Communist Party and cabinet, emphasise breakthroughs in artificial intelligence research, computing power, algorithms and data infrastructure. They also propose national pilot bases to expand the use of artificial intelligence in industrial applications. Under the policy, China will accelerate its AI Plus initiative to modernise traditional industries and support the development of connected electric vehicles, artificial intelligence-enabled phones and computers, and humanoid robots. The government also plans to strengthen monitoring systems, risk alerts and emergency responses to manage potential artificial intelligence risks. Officials have been warned against blind investment, excessive industrial expansion and policies that create market bubbles. Those responsible for major losses caused by reckless investment could be held accountable. The guidelines further support innovation in core technologies and the orderly development of the low-altitude economy, including civilian drones, air taxis and related services, with safety remaining a priority.
