The Latin American Artificial Intelligence Index 2025 (ILIA) highlights Chile, Brazil, and Uruguay as the region’s leading AI pioneers, reflecting strong performance in readiness, adoption, and governance. The index, published by ECLAC and Chile’s National Center for Artificial Intelligence, evaluates 19 countries and shows a clear divide between top performers and emerging adopters. Countries such as Colombia, Ecuador, Costa Rica, and Panama are categorized as intermediate adopters, showing progress but still lagging behind the regional leaders. Overall, Latin America demonstrates strong AI adoption trends, accounting for a significant share of global traffic to AI platforms and ranking highly in the use of generative AI applications. Despite this momentum, structural challenges remain. The region receives a disproportionately small share of global AI investment relative to its economic size, limiting the speed of development. Talent shortages and uneven technical capacity further constrain long-term growth potential. The report suggests that while Latin America is increasingly active in AI usage and experimentation, sustained progress will depend on increased investment, stronger talent pipelines, and improved institutional capacity across the region.
