Azerbaijan’s efforts to develop artificial intelligence skills have received international recognition in a report by the International Transport Forum titled “Skills Move us Forward: Transport Workforce Skills in the Age of AI.” The report highlights Azerbaijan’s 2025–2028 national AI strategy as a strong example of aligning technological progress with workforce development. Rather than viewing AI as a threat to employment, the country frames it as an opportunity for professional growth and economic modernization. Central to this approach is the expansion of education and training programs, including foundational digital literacy and advanced STEM-based curricula delivered through the Artificial Intelligence Academy under the National Artificial Intelligence Center. The strategy also includes plans to train hundreds of government employees and build a broader national network of AI specialists. The ITF report notes that AI adoption is reshaping labor markets and emphasizes that Azerbaijan’s model demonstrates how governments can integrate skills development, ethical guidelines, and digital transformation into a unified policy framework for sustainable growth.
