Azerbaijan Moves to Define Legal Framework for AI and Intellectual Property

Azerbaijan is advancing discussions on how artificial intelligence should be regulated within its legal and intellectual property system, as policymakers examine key questions around ownership, patentability, and the legal status of AI-generated outputs. At a recent roundtable in Baku, lawmakers and experts debated whether AI systems should be treated as legal entities or viewed strictly as tools under existing law, with no independent legal standing. The conversation highlighted growing complexity as AI becomes more capable of producing content and making autonomous decisions, raising concerns about how traditional intellectual property frameworks—built around human creativity—can apply. Officials noted that AI-generated inventions and content challenge current definitions of authorship and ownership, particularly in patent law. These discussions align with Azerbaijan’s broader 2025–2028 national AI strategy, which aims to establish regulatory and institutional foundations for responsible AI development. The initiative reflects a wider effort to balance innovation with legal clarity as AI adoption accelerates across the country’s digital transformation agenda.
