The Netherlands is moving its national language model GPT-NL from development to real-world use, marking a significant step in its public-sector AI strategy. Built by Dutch research institutions with a €13.5 million public budget, the model is now being tested across government and institutional settings, including municipal communication tools, plain-language writing assistants, and forensic data analysis systems. Early pilot results suggest GPT-NL performs competitively on tasks like summarisation while being tailored for Dutch language needs and sensitive data environments. A key milestone is its licensing agreement with national news publishers, allowing legally approved use of journalistic content for training—an approach considered a global first. The initiative reflects growing efforts in Europe to strengthen digital sovereignty and reduce dependence on foreign AI systems. However, challenges remain, particularly around scaling performance and competing with large global AI models that benefit from far greater resources and infrastructure.
