Mauritius has introduced its National AI Strategy (2025–2029), positioning itself as one of the first countries in Africa to prioritize governance and ethics alongside AI development. Central to the strategy is the FAIR framework—Fairness, Accountability, Inclusiveness, and Integrity—which guides how artificial intelligence systems are designed, deployed, and monitored across the country. Unlike traditional approaches that focus primarily on rapid innovation, Mauritius is embedding ethical requirements into every stage of AI use, including transparency standards, bias checks for high-risk systems, and accountability measures for both local and foreign operators. While not yet fully enforceable law, the framework is expected to shape future regulations and industry standards. Officials describe this approach as “governance-first,” aiming to ensure AI benefits society while minimizing risks. Alongside these rules, the country is also advancing AI-driven public services and digital transformation initiatives, seeking to balance innovation with responsibility and position Mauritius as a trusted digital hub in the region.
