Brazil Pushes for Global AI Governance at International Summit

Brazilian President Luiz Inácio Lula da Silva has called for stronger international governance of artificial intelligence, arguing that global institutions should play a larger role in establishing rules for how advanced technologies are developed and deployed. Speaking at the AI Impact Summit, Lula warned that artificial intelligence could generate both enormous opportunities and significant risks if left entirely to market forces. He urged governments to cooperate on creating global frameworks that address ethical issues such as data governance, algorithmic transparency and the social consequences of automation. Brazil’s leadership sees AI policy as part of a broader geopolitical discussion about digital sovereignty and equitable technology development. The country’s diplomatic position reflects a wider debate among emerging economies about how to ensure that developing regions benefit from AI innovation rather than becoming dependent on technologies developed elsewhere. Brazil has also linked the discussion to its own domestic AI strategy aimed at strengthening national research capacity and technology infrastructure.
