South Africa’s efforts to launch its first comprehensive artificial intelligence governance policy have been set back after the draft document was withdrawn due to the discovery of fabricated academic references generated by AI systems. The 86-page policy, intended to establish a national framework for responsible AI use, was pulled after investigators found multiple non-existent academic citations embedded in the text. These references were later traced to generative AI “hallucinations,” where systems produce plausible but entirely false research sources.
