Costa Rica is increasingly aiming to become a regional reference point for artificial intelligence governance as businesses and government institutions rapidly adopt the technology. According to a report by the country’s economic development agency PROCOMER, around 76% of Costa Rican companies are already using generative AI tools, while many others are actively developing AI-based solutions involving machine learning, automation, and natural language processing. The government’s push for AI development is guided by a national strategy introduced in 2024 under the outgoing administration of Rodrigo Chaves, which focuses on ethical AI use, workforce upskilling, public sector modernization, and innovation-driven growth. Officials, including the Ministry of Science, Innovation, Technology and Telecommunications, have emphasized that the goal is to strengthen competitiveness and position Costa Rica in global AI discussions. The strategy also seeks to improve public services through AI while encouraging research and private-sector adoption. As the country transitions to a new administration, policymakers are expected to continue balancing innovation with regulation, aiming to ensure AI benefits both economic development and broader society.
