Peru is advancing a dual approach to artificial intelligence by combining formal regulation with a long-term national development plan aimed at guiding how AI is adopted across government, industry, and academia. Under Law No. 31814, the country has established a regulatory framework focused on ethical use, transparency, and protection of fundamental rights, alongside a National Artificial Intelligence Strategy for 2026–2030 that sets priorities for implementation. The strategy, led by the Secretariat of Government and Digital Transformation (SEGDI), emphasizes building strong data infrastructure, expanding cloud and high-performance computing capacity, and improving digital connectivity. It also introduces a national AI dataset and model catalog to improve transparency and support public-sector innovation. Key focus areas include healthcare, education, public administration, and security, where AI is expected to improve efficiency and decision-making. While the framework positions AI as a driver of economic growth and productivity, experts warn that success will depend on execution, investment, and addressing gaps in data quality and technical capacity.
