Southeast Asia Leads in AI Optimism but Lags in Governance Readiness

Southeast Asia shows some of the highest global optimism toward artificial intelligence, but its governance systems are not yet fully prepared to manage the rapid adoption of the technology, according to a Stanford AI Index Report referenced in recent analysis. Countries such as Malaysia, Thailand, Indonesia, and Singapore report that over 80% of respondents believe AI will significantly impact their lives within the next few years. Malaysia, in particular, recorded the largest increase in optimism between 2024 and 2025. The region also demonstrates high trust in government oversight of AI, with Singapore ranking first globally at 81%. However, this enthusiasm contrasts with weaker governance maturity. Most organizations in the Asia-Pacific region are still in the “integration” stage of responsible AI development rather than having fully operational frameworks. Key challenges include limited AI training and knowledge gaps, which remain the biggest barrier to responsible implementation. The report highlights a growing imbalance: while AI adoption is accelerating rapidly across Southeast Asia, regulatory systems, education policies, and oversight structures are still developing. This gap raises concerns about whether governance can keep pace with technological deployment, especially as the region increasingly relies on AI systems built and controlled outside its borders.
