UAE Announces AI-Driven Government Plan to Automate 50% of Services by 2028

The UAE has unveiled an ambitious plan to transform government operations using artificial intelligence, with 50% of federal services expected to run on agentic AI systems within the next two years. The announcement was made by Sheikh Mohammed bin Rashid Al Maktoum, who described AI as an “executive partner” capable of analysing, deciding, and improving government services in real time. The initiative, launched under the direction of UAE leadership, aims to make the country the first in the world to operate government functions at this scale through autonomous AI systems. The rollout will be measured by speed of adoption, implementation quality, and the ability to redesign public services using AI. A major component of the plan involves training all federal employees in artificial intelligence to strengthen national capabilities. Implementation will be overseen by senior leadership and a dedicated taskforce. The strategy builds on years of digital transformation in the UAE, including earlier initiatives like eGovernment services, UAE Pass, and the 2031 AI strategy. Officials say the goal is to create a faster, more efficient, and more responsive government while maintaining a people-first approach.
