China’s five-year plan and the race for tech and AI dominance

China has unveiled an ambitious long-term blueprint aimed at positioning itself as a global leader in artificial intelligence and advanced technologies by 2030. The plan, outlined in its latest five-year strategy, focuses on integrating AI across nearly 90 per cent of the economy while accelerating development in areas such as humanoid robotics, autonomous systems, brain–computer interfaces, quantum computing, and emerging transport technologies like drone networks and flying vehicles. A key priority is achieving greater technological self-reliance, particularly in semiconductors and core AI infrastructure, reducing dependence on foreign supply chains. Authorities also plan to support innovation through major state investment, tax incentives, and a push toward open-source AI models to encourage widespread adoption across industries. The strategy is driven by both economic and demographic pressures, including an ageing workforce and slowing growth, with automation seen as a solution to maintain productivity. However, challenges remain due to ongoing limitations in advanced chip technology compared to global competitors.
