Türkiye Launches AI Sector Inquiry to Tackle Competition Risks in Digital Economy

Turkish Competition Authority has launched a wide-ranging sector inquiry into the artificial intelligence ecosystem, aiming to assess how AI—particularly generative models—is reshaping competition and economic power structures in Türkiye. Announced in April 2026, the investigation will examine the full AI value chain, from infrastructure and foundational models to consumer-facing applications, with a focus on ensuring fair market dynamics. A key concern is the growing concentration of power around data access, computing capacity, and vertically integrated platforms. The authority is particularly interested in whether dominant firms are creating locked ecosystems that limit access for startups, especially in areas requiring large datasets and high-performance computing resources. It will also evaluate whether early market leaders are creating barriers that make it difficult for new entrants to compete. The inquiry will further assess risks such as self-preferencing, exclusionary practices, and AI-driven acquisitions that could suppress innovation. By launching this review, Türkiye aims to develop early regulatory tools that support competition while encouraging responsible AI growth in its rapidly evolving digital economy.
