Papua New Guinea has released a draft National Sovereign Digital Transformation and Artificial Intelligence Strategy, marking a major step toward building a unified, modern digital state. The strategy outlines a whole-of-nation approach that integrates digital government, public infrastructure, and AI into a single coordinated system, moving away from fragmented ICT projects. Central to the plan is the creation of a “Sovereign AI TechStack,” designed to align connectivity, cloud, data, identity systems, and AI services under one national architecture. The proposal also includes major reforms such as establishing a Digital Transformation and AI Board, introducing new legislation for AI, data governance, and digital identity, and creating a state-backed infrastructure entity to manage critical digital assets. The government emphasises that AI will be built on secure, nationally governed infrastructure rather than used as isolated tools. With dedicated funding proposed for digital infrastructure, the strategy aims to strengthen sovereignty, improve public services, and drive long-term economic growth through coordinated digital innovation.
