Qatar Ranks First in Compute Institute Index for AI Infrastructure Competitiveness

Qatar has ranked first among 39 jurisdictions assessed by the Compute Institute for their competitiveness in hosting large-scale artificial intelligence computing infrastructure, scoring 77.4 out of 100 in the latest Jurisdiction Competitiveness Index. The country was placed in Tier 1, classified as “Advantaged,” with a positive outlook, according to an assessment dated September 7, 2026. Qatar ranked ahead of several United States states, including Iowa, Indiana and Texas, as well as the United Arab Emirates. The index focuses specifically on how suitable a jurisdiction is for developing an artificial intelligence computing campus with a capacity of at least 100 megawatts. It does not measure a country’s overall artificial intelligence capabilities or technological development. The Compute Institute evaluates the physical infrastructure conditions required to support the expansion of artificial intelligence, making factors such as energy availability, infrastructure readiness, stability and regulatory conditions important to the ranking. Qatar’s strongest performance was recorded in stability and execution risk, where it scored 8.5 out of 10, while its regulatory and artificial intelligence policy environment was its weakest dimension at 6.6 out of 10.
