Colombia has adopted CONPES 4144, its national artificial intelligence policy, marking a major step toward building a structured and ethical AI ecosystem. Approved on 14 February 2025, the policy is designed to promote research, development, adoption, and responsible use of AI to support the country’s social and economic transformation. It aligns with Colombia’s broader National Development Plan 2022–2026 and Digital Strategy 2023–2026, aiming to position the country as a regional leader in AI innovation. The framework is built around six strategic pillars: ethics and governance, data and infrastructure development, research and innovation, digital skills and talent building, risk mitigation, and widespread AI adoption across public and private sectors. It also includes investments in data infrastructure, supercomputing access, and AI training programs from basic to advanced levels. With an estimated investment of nearly COP 479 billion through 2030, the policy is expected to strengthen Colombia’s digital economy while ensuring responsible and secure AI deployment.
