The strategy emphasizes AI as a “capacity insurance” tool, helping institutions manage demographic pressures, economic volatility, and administrative complexity through automation and predictive analytics. It also prioritizes digital sovereignty by developing domestic AI models, secure data infrastructure, and national computing resources to reduce dependency risks. In defense, AI supports autonomous systems, intelligence analysis, and coordinated operations while enabling dual-use applications that transfer innovations between civilian and military domains. The strategy reflects a broader ambition to institutionalize AI at scale, strengthen governance frameworks, and enhance Türkiye’s strategic flexibility without relying on technological dominance.
